Alberta Advantage Immigration Program (AAIP)

The Alberta Advantage Immigration Program (AAIP) is a program that helps people move to Alberta permanently for work or business. It is meant for those who have the right skills to fill job gaps in Alberta or want to start or buy a business there. Applicants also need to show they can support their families.

The program is managed by both the Alberta and Canadian governments.

If you are selected through AAIP, you can apply for permanent residence for yourself, your spouse or common-law partner, and your dependent children.

Immigration, Refugees and Citizenship Canada (IRCC) handles the applications for permanent residence and makes the final decision on whether they are approved.

Alberta Opportunity Stream – Eligibility Overview

The Alberta Opportunity Stream (AOS) under the Alberta Advantage Immigration Program (AAIP) is designed for foreign nationals working in Alberta who meet specific residency, occupation, education, language, and job offer requirements. Below is a summary of the key eligibility criteria:

Residency and Work Permit

  • Must have a valid temporary resident status in Canada authorizing work (e.g., a valid work permit).
  • Work permits must be based on:
    • A positive LMIA
    • LMIA-exempt categories (e.g., international agreements, intra-company transfers, Mobilité Francophone)
    • Post-Graduation Work Permit (PGWP) from an Alberta public post-secondary institution
    • Open work permits under select IRCC temporary public policies (e.g., Ukraine measures, Hong Kong graduates, vulnerable workers etc.)

Note: Applicants on implied or restoration status are ineligible.

Ineligible Applicants

  • Refugee claimants or those in removal or appeal processes
  • Individuals working/living outside Alberta
  • Applicants without valid temporary resident status

Occupation Requirements

  • Must be working in an eligible occupation in Alberta under NOC 2021 TEER 0–5, excluding certain ineligible job codes (e.g., legislators, judges, real estate agents).

PGWP Holders: Occupation must be related to the field of study in Alberta.

Language Requirements

  • Minimum CLB/NCLC score of 4 or 5, depending on the NOC TEER category.
  • Higher scores (CLB/NCLC 7) are required for certain occupations like nurse aides.

Alberta Express Entry Stream – Eligibility Overview

The Alberta Express Entry Stream under the Alberta Advantage Immigration Program (AAIP) allows the province to nominate qualified candidates from Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry pool for permanent residence.

General Eligibility Criteria:

To be considered for this stream, candidates must:

  • Have an active Express Entry profile and meet the eligibility of one of the following federal programs:
    • Canadian Experience Class (CEC)
    • Federal Skilled Worker Program (FSWP)
    • Federal Skilled Trades Program (FSTP)
  • Hold a minimum Comprehensive Ranking System (CRS) score of 300.
  • Indicate Alberta as their preferred destination in Canada.
  • Be working in or have experience in an occupation that supports Alberta’s economic priorities.
  • Have a valid Express Entry profile throughout the application and assessment process.
  • Demonstrate intent to reside and work permanently in Alberta.

Pathways Under Alberta Express Entry Stream:

  1. Dedicated Healthcare Pathway
    • Job offer from an Alberta healthcare employer in an eligible occupation.
    • Must meet licensing requirements from the applicable regulatory body.
    • Requires a CRS score of 300+ and a valid Express Entry profile.
    • Apply through either Express Entry or non-Express Entry options depending on eligibility.

  2. Accelerated Tech Pathway

This stream supports Alberta’s booming tech sector and fast-tracks skilled tech professionals. At the time of application and assessment, applicants must:

  • Be working full-time in Alberta under an employment contract or hold a valid, signed job offer that:
    • Meets Alberta’s job offer and employment contract requirements.
    • Is in an eligible tech occupation, as listed by AAIP.
    • Is from an Alberta-based company primarily operating in the tech sector, per NAICS codes defined by AAIP.
  • Have valid immigration status (work permit or implied status) if working in Alberta.
  • Ensure their primary occupation on the Express Entry profile matches their Alberta job or offer.

Ineligible applicants include part-time, seasonal, independent contractors, agency workers, or those working remotely from outside Alberta.

  1. Law Enforcement Pathway

This pathway supports Alberta’s efforts to recruit qualified police officers internationally. To qualify, applicants must:

  • Be identified by the Alberta Association of Chiefs of Police (AACP) as an international police recruit.
  • Have a valid job offer from an eligible Alberta police service that is a member of the AACP.
  • Ensure their Express Entry profile lists a primary occupation in one of the following eligible NOC codes:
    • 40040 – Commissioned police officers and related public protection services
    • 41310 – Police investigators and related occupations
    • 42100 – Police officers (except commissioned)
  • Match their job offer occupation to their Express Entry profile.

 

  1. Priority Sectors Pathway

  • Candidates in sectors such as construction, agriculture, or aviation.
  • Job offers in these sectors may increase likelihood of selection.

           To qualify under a Priority Sector draw:

  • The primary occupation listed on your Express Entry profile must align with one of the eligible occupations in the priority sector.
  • If applying based on a job offer, the offer must be in a corresponding occupation within the same sector.

Who is Not Eligible:

  • Individuals with occupations on Alberta’s ineligible list.
  • Refugee claimants or those under a removal process.
  • Candidates with an active AAIP nomination.
  • Individuals banned due to misrepresentation.

 

Job Offer and Employer Requirements

If applying through a job offer pathway, both the job and employer must meet AAIP’s standards:

    • A valid, full-time, continuous employment offer for 12 months or more.
    • Wages that meet or exceed Alberta’s minimum or industry standards.
    • Employer must be actively operating in Alberta for at least two years, have a minimum annual revenue of $400,000, and employ at least three full-time staff.
  • Employers must not exceed nomination limits based on years of business operation.

 

Additional Information

  • The AAIP uses selection factors such as labour market demand, application quality, and occupational forecasting to invite candidates.
  • Express Entry profiles nearing expiration (within 5 months) may be less likely to receive an invitation unless updated.
  • Nomination through this stream does not guarantee permanent residence, as final decisions are made by IRCC.

Rural Renewal Stream – Alberta Advantage Immigration Program (AAIP)

The Rural Renewal Stream is a community-driven immigration initiative under the Alberta Advantage Immigration Program (AAIP), aimed at attracting and retaining newcomers to rural Alberta. This stream empowers rural communities to fill labor shortages and support regional economic growth by endorsing qualified foreign nationals for permanent residency in Canada.

Program Highlights

  • Community-Focused: Participating rural communities (known as Designated Communities) play a leading role in identifying labor needs and endorsing suitable candidates.
  • Pathway to Permanent Residency: Endorsed individuals may apply for permanent residence through the AAIP and are eligible to work in Alberta while their application is processed.
  • Supports Refugees via EMPP: The program also facilitates the economic integration of refugees under the Economic Mobility Pathways Pilot (EMPP) in collaboration with designated non-governmental referral partners.

Eligibility Criteria

  1. Community Designation & Endorsement
  • Applicants must receive an Endorsement of Candidate Letter from an Economic Development Organization (EDO) of a Designated Community.
  • EMPP refugee applicants must also provide a Referral Partner Letter from an approved NGO.
  1. Job Offer
  • A full-time, permanent job offer from an employer in a Designated Community is required.
  • The position must be in an eligible occupation (not listed under AAIP’s ineligible occupations).
  • The employer must meet Alberta’s employment standards and eligibility requirements.
  1. Work Experience
  • Minimum 12 months of full-time, paid work experience in an eligible occupation within the past 18 months.
  • For EMPP applicants: work experience must have been gained within the last 10 years.
  • Post-graduation work permit holders from Alberta may be exempt from the work experience requirement if educated locally.
  1. Residency Requirement
  • Applicants must currently live and work in the Designated Community or demonstrate intent to do so.

Language Proficiency

  • Must meet Canadian Language Benchmark (CLB) scores:
    • CLB 5 for TEER 0, 1, 2, or 3 occupations
    • CLB 4 for TEER 4 or 5 occupations
  • Valid test results from IELTS, CELPIP, PTE Core, TEF Canada, or TCF Canada are required.

Education

  • Minimum of Canadian high school equivalent education is required.
  • An Educational Credential Assessment (ECA) may be required unless exempted (e.g., Canadian credentials, Alberta trade certificates).

 

Licensing/Certification

  • Applicants must meet any provincial licensing or certification requirements for regulated occupations or trades.

Settlement Funds

  • Applicants must demonstrate sufficient financial resources based on family size and the community’s population.
  • EMPP refugees are exempt from this requirement.

Application Process Overview

The Tourism and Hospitality Stream under the Alberta Advantage Immigration Program (AAIP) is designed for foreign nationals working in Alberta’s tourism and hospitality sector who meet specific requirements related to residency, occupation, work experience, language ability, education, and a valid job offer from an eligible Alberta employer. 

Residency and Work Permit

  • Must have valid temporary resident status in Canada authorizing work (e.g., a valid work permit).
  • Work permits must be based on:
    • A positive Labour Market Impact Assessment (LMIA) for an eligible occupation or
